How to submit an application to the Film Fund

At the Film Fund, you can apply for funding for various stages of film production, distribution and film related activities. The schemes are divided into the categories of feature film, documentary, animation, research & experiment, short film, the Film Production Incentive (High-End Series), distribution, film activities, and COVID-19 support measures.  

Applying

You can submit an application to the Film Fund by completing the application form with attachments  via our application system, Frame. Your application is valid once you agree to our terms and conditions in the form. Only complete applications will be processed. Use this checklist before submitting your application to ensure it will be considered.  

You application can be submitted on the day of the deadline before 17:00 CET (or 12:00 GMT-4) via our online application system Frame, via the website of the Film Fund. If you don’t have an account, first request a new account. Request a new account here. Please note that this can take up to two working days. 

Assessment 

The Film Fund selects high-quality, distinctive and diverse film offerings. This means that your application will be assessed in various ways. First, we check if your documents are complete and if you meet the specific conditions of the scheme for which you are applying. Your application will then be evaluated based on three aspects:  

  • The quality of your film plan 
  • Your track record: What do you and your creative team bring to the project?  
  • The contribution to a diverse film landscape: To what extent does your film plan contribute to a diverse range of films and strengthen the Dutch film industry?  

When assessing the quality of a film plan, the Fund evaluates from several perspectives:  

  • Originality: To what extent is your plan distinctive or innovative within the current film landscape?  
  • Urgency: Does the personal or societal significance of your plan, as well as your vision and motivation, come across convincingly?  
  • Authenticity: Does the credibility of the chosen setting, themes and characters in. The film plan convince, and is it clear how this credibility will be maintained throughout the project?  
  • Expressiveness: Does the expressiveness of the chosen themes, structure, characters and storyline convince?  
  • Cinematographic quality: To what extent does the envisioned form and style demonstrate convincing cinematographic quality?  
  • Audience vision: Who are you making this film for? What is your visiion for positioning the film in relation to the existing film landscape and the intended audience?  
  • The creative team: Does the creative team complement each other in terms of experience, craftmanship and composition? Does the approach reflect the uniqueness and recognizability of the creators’ artistic signature?  

These elements are not assessed as a checklist but always in connection with the overall vision of the film plan by the screenwriter, director, and/or producer, as well as the full work plan. The factors that are decisive for the evaluation may vary from one film plan to another.  

The Film Fund aims to make a decision with approximately eight weeks after receiving your application, excluding summer and Christ holiday periods. You will be notified of the decision in writing.
